This was really a great surprise for us all. In the final decision of the Czech Constitutional Court on November 3 the treaty has been approved and Mr. president has been ordered to sign without delay. That time he was standing alone against both the power of jurisdiction and legislative. There were only two options for him left: Either to sign or to resign. I will not judge if he made the right decision. If he resigned, the prime minister would sign the treaty. Of course, he would became a martyr to the EU, however, he would lose the power to do anything else.On 16.00, November the 3rd he wore a funeral suit, the presidents flag was in the background and he made this statement:”Good afternoon. Good gloomy afternoon. Let me read you a brief statement to the Constitutional Court ruling of today.First: I have expected this decision of the constitutional court and I respect it even if I essentially disagree with its content and its arguments.Second: I cant agree with its form – juridical quality. The ruling of the Court is not neutral juridical analysis, but tendentious political pleading of the Lisbon Treaty form the side of its supporters. It is visible on the absolute inadequately confrontation way of elaborating and also presentation of the ruling.Third: Above all I cannot agree with its content, because by the Lisbon Treaty validation in spite of the political opinion of the Constitutional Court the Czech Republic will lose its sovereignty. This change today and in the future legitimates efforts of that part of the public which is not careless to our national and state existence, and which doesn´t want to reconcile with it.Fourth: I cannot respect the Constitutional Court formula of president´s obligation to ratify this or any other international contract without any delay referring to the law of Constitutional Court. It is a law that deals with the Constitutional Court function, but not with the presidential rights, which are done only by the Constitution.Fifth: I declare, i have signed the Lisbon Treaty today at 15.00.”There is no official, nor unofficial photo of Klaus signing the treaty.
